No. Everything is stored locally on your device. There is no account, no cloud sync, no analytics and no advertising. The only network feature is Google Play Billing for the purchase itself.
Yes. Steduno restores all enabled reminders after a restart or time change, and shows a missed-reminder summary if any fired while the device was unavailable.
